Recently, the State Council officially issued the national-level top-level document, the "15th Five-Year Plan for Urban Renewal". As China's first national five-year special plan for urban renewal, it establishes four legally mandated implementation paths: government guidance, market operation, public participation, and technological empowerment. It is supported by six key tasks, fourteen major projects, and a three-tiered funding system of fiscal, financial, and social capital. The market size of existing urban renewal is expected to reach 15-20 trillion yuan in the next five years.
The plan outlines six core priorities.
1. Cultivate new urban growth drivers and revitalize existing inefficient spaces.
The core focus is on revitalizing old factories, idle and inefficient land, old business districts, and abandoned sites. 1,500 old street and factory area renewal projects will be implemented, and industrial land will be transformed into science and technology parks, cultural and creative blocks, and rental housing clusters in compliance with regulations. The comprehensive development of 4,000 contiguous urban villages will be coordinated, with integrated investment and construction in the area, and real industries will be introduced to revitalize idle land resources.
Quantitative indicators: During the 15th Five-Year Plan period, approximately 1,500 old urban blocks and factory areas and 4,000 contiguous urban villages will be renovated.
2. Creating high-quality, livable spaces , with comprehensive community construction unfolding across the entire region.
2.1. Systematic renovation of old residential communities: 115,000 old residential communities will be renovated over five years, focusing on residential buildings that are more than 20 years old, with simultaneous installation of elevators, pipeline upgrades, parking facilities, and the implementation of convenient services within 15 minutes;
2.2. Renovation of dilapidated and dangerous buildings: 500,000 units (rooms) of C/D grade dilapidated and dangerous buildings will be renovated nationwide, and the seismic reinforcement of prefabricated slab buildings and the renovation and reconstruction on the original site will be promoted;
2.3. Complete community facilities are implemented: embedded elderly care and childcare, barrier-free renovations, and smart convenience facilities are built simultaneously, and the supply of rental housing and shared ownership housing is expanded.
3. Cities undergo green and low-carbon transformation, with dual upgrades in ecology and green building.
Promote the treatment of black and odorous water bodies, the construction of waterfront green corridors, pocket parks, and sponge cities; promote energy-saving renovation of existing public buildings, and the large-scale implementation of ultra-low energy consumption and prefabricated buildings; promote the micro-circulation of old road networks, the integrated supporting facilities of intensive parking lots and charging piles, and simultaneously implement the resource utilization project of construction waste.
4. Strengthen urban safety resilience and upgrade urban lifeline pipeline networks
The largest planned track: During the 15th Five-Year Plan period, 175,000 kilometers of water supply pipes, 200,000 kilometers of gas pipes, 175,000 kilometers of drainage pipes, 100,000 kilometers of sewage pipe network, and 120,000 kilometers of heating pipe network will be upgraded and integrated with the construction of utility tunnels, urban flood control and drainage, fire protection and emergency shelter renovation, and to make up for the shortcomings in urban safety infrastructure.
5. Preserving the city's cultural heritage and carrying out protective renewal of historic districts.
Prioritizing protection, old town streets, industrial heritage sites, and historical courtyards will be mainly renovated through micro-renovation and functional upgrading, while large-scale demolition and construction will be strictly controlled. The aim is to create distinctive cultural and tourism-integrated blocks, with projects enjoying special preferential treatment in land and taxes.
6. Digitalization empowers urban governance , and smart city infrastructure is implemented.
Based on the CIM (City Information Modeling) platform, we have implemented smart security systems for old residential communities, digital operation and maintenance of municipal pipelines, and the construction of smart parking platforms, achieving full-cycle digital management and control updates for these projects.
